All four options in a collocation question usually mean roughly the right thing. What separates them is habit — English fixes certain pairs and rejects the rest, and no rule generates them.

The committee will make a decision at its next sitting.

make + decision is the fixed pair

The committee will do a decision at its next sitting.

do is not wrong in meaning, only in company

Where it bites

When you can justify two options by meaning. That is the signal that meaning is not the test: read the word immediately before and immediately after the blank and ask which option you have actually heard beside it.
