A vocabulary-in-context question asks what the word means HERE, not what it usually means.

The exam chooses words with several senses precisely so that the commonest one is available as a distractor. Recognising the word is the beginning of the question, never the end of it.

'Arrested' in a passage about reforms means checked or stopped.

When you know the word well. Familiarity makes the usual sense arrive before the passage does, and the usual sense is what the distractor is built from.
